HIGH DENSITY CRIME COMBATTING OPERATION

By: Sebedi Seroalo

A two-day high density crime combating operation held over the weekend by various Police units including Municipal Traffic, Provincial Traffic, Municipal Law enforcement and other stakeholders such as members of Community Policing Forum, Crime Youth Desk from Central University of Technology and officials from the Free State Liquor Board under the flagship of the MEC of Police, Roads and Transport, Butana Khomphela yielded in a positive results.

As it is a common knowledge that liquor is one of the contributing factors to the cause of serious crimes, more emphasis was placed on addressing liquor related crimes by visiting identified problematic liquor outlets to ensure compliance in terms liquor act. To that effect a number of taverns and clubs were raided in Willows and in the CBD where more than ten(10) club owners were charged for operating beyond stipulated legal hours. The operating teams also crackdown on prostitution by targeting specific streets in the CBD where prostitution incidents are common.

Meanwhile as the operation wound down, the operating members initiated a stop and search point at the bridge near Batho location where vehicles were stopped and searched. In total over 110 vehicles were searched, 33 people arrested for drinking in public and 26 motorists were issued with fines for road traffic related offences.

The operating teams also drove in a convoy to an entertainment hub affectionately known as Sechaba in Mangaung where they blocked off the street, dispersing people drinking in public, looking for the underage persons, searching the patrons for drugs and dangerous weapons.

The MEC Khomphela said the operation meant to work harder to eliminate the scourge of crime in order to restore community`s faith in law enforcement. He went futher saying the police cannot succeed in on their own, they need communities to work with them by reporting the perpetrators of crime and to help them as they strive to build a safe crime free environment.

CHARMAINE IS PASSIONATELY COMMANDING POETRY!

By LETSHEGO MOENG

Charmaine Kolwane, poet, essayist and critic has published her second book. She was born in Thaba Nchu and attended Gorong primary school where her passion for poetry blossomed.

She is one of the founder members of Performance poetry in Pacofs. Her new book, Poetry Commando is a book she wrote comprising a collection of poems which are about common issues that affect women, ability to meet strangers and interact with them regardless of colour.

On advising future writers she suggested caution and proceeding carefully. “Writing is not something you rush. It is like a project; some pundits have referred to it as building steadfastly and creatively.”

“It’s like a plant you have to water,” she continued. “You have to attend poetry session and workshops in order to get inspiration and improve your writing.” In her case as a librarian she is intermittently confronted with challenges like time management, self-doubt and laziness. Charmaine works as a librarian at the Mangaung local library.

However she loves to write because she can tell a story and there are people who can relate to them. “Poetry does not always have to be about the deep stuff,” she said, laughing as she revealed that in her new work she wrote a poem about a rat!

This is not her first book, as earlier on in 2005 she published a study entitled Channelling one’s thoughts onto paper. “I was surprised with the local, national and even international success of the book as I was quite young then. The critics were kind to me,” she reminisces. Her favourite writer is Buchi Emecheta.

“Emecheta is one of the most powerful female Black writers in the world, a pride for Africa.” Charmaine says. “She is a very prolific writer and a role model for us all. She is really inspiring as she is a single mother who is also a world class writer”.

You can ORDER yourself a copy of Charmaine’s new book which costs R100.00 by calling 0715573231.

SANDF member dies while drag racing

By: Sebedi Seroalo

Kimberley - Illegal drag racing, which has become synonymous with Phakamile Mabija Road over weekends, ended in a dice with death in the early hours when 24-year-old Lionel Coleman lost control of his vehicle, resulting in it rolling several times. Coleman, who was a member of the South African National Defence Force and had the weekend off, was declared dead at the scene.

The impact of the accident uprooted a tree in the main road, which resulted in a pipe burst as well as a fault in the electrical cable of a nearby street light. According to witnesses, it is believed that Coleman was drag racing from Kim-by-Nite towards the city centre when the accident happened. Police spokesman, Lieutenant Olebogeng Tawana, confirmed that the driver of the charcoal BMW was killed after losing control of his vehicle in Phakamile Mabija Road.

“The BMW rolled and hit a tree. The engine of the vehicle was flung almost 20 metres from the scene of the impact.” He added that the driver was declared dead at the scene while his passenger was taken to hospital for treatment for injuries sustained during the accident.

“The Kimberley police are investigating a case of culpable homicide.”

Witnesses said the car was travelling at a high speed and allegedly skipped the red robot before the driver apparently lost control. The car hit the pavement and rolled several times before crashing into a tree and coming to a standstill against the boundary wall of a nearby house. It is believed that before the incident, the vehicle was parked in the KFC parking area opposite Revito, where there was an event featuring a performing artist. The owner of the house where the vehicle crashed, Yvonne Pailman, said she was sleeping but her daughter was sitting outside on the veranda with her boyfriend.

“I woke up when I heard the crash and I went to see what had happened.” She said that the woman in the passenger’s seat was helped out of the vehicle by two bystanders. Pailman said they brought her into the house and she was shaken and frightened. “She kept saying that her mother was going to scold her. She was not bleeding but said she had pain in her legs and back.”

Pailman said it took the police more than two hours to clean the scene of the accident. “Yesterday morning we had to pick up all the glass and vehicle parts which were still lying in the front yard.” Pailman pointed out that it was not the first time that a vehicle crashed into their house. “This road has become very dangerous. “We live in fear and are always expecting the worst, especially when people start racing.”

She added that although drag racing was illegal, it happened every weekend. “The police don’t do anything about it. They just stand and watch. “The starting point is usually Kim-by-Nite and then they come speeding down the street. “Children in this neighbourhood are not even allowed to cross the street alone at night and they have to play in the yard.”

Pailman added that the family of the deceased came to see where their son had died. Yesterday traumatised family members, including Coleman’s mother, went to Mark’s Towing where the vehicle was taken after the accident.

“The family did not want her to come but she insisted on seeing the car for herself,” a witness said. Coleman’s mother was too upset to speak to the media. A cousin, Henry Coleman, described Lionel as the reliable person in the family. “He had been working for the South African National Defence Force for couple of years. “He was friendly and easygoing. He always respected his adults and took responsibility for his mother and three siblings.”

He added that the mother of Coleman’s son was in the vehicle at the time of the accident and added that she was still in the Kimberley Hospital. “We haven’t gone to see her yet because we understand that it must be very traumatic for her and her family, we are planning to engage with her and the family.” He said that the family was planning to seek counselling to assist in dealing with the traumatic death. “Visiting the scene and viewing the vehicle is the first part of healing. “It’s tough to accept his death and going to the scene was extremely shocking for all of us. This is a young man, whose life was just starting.”

Ambulance dumps sick man at home!

By: Sebedi Seroalo

Kimberley: A Kimberley man is fighting for his life at the Kimberley Hospital’s intensive care unit (ICU) after an ambulance driver and his assistant, who picked him up unconscious in Malunga Street, Galeshewe, apparently refused to transport him to the hospital and instead dumped him at his home in Matolo Street.

Gilbert Changandela’s family said that they were shocked when two ambulance personnel arrived at their home just after 6 am and told them that they were dropping off Changandela, who was unconscious at the time. “The paramedics told us that they picked Gilbert up in an unconscious state and that they did not check or administer any medication because they believed that he was just sleeping and that he would wake up shortly.

“They left him lying on the floor in the sitting room and told us that taking him to the hospital was unnecessary because they would not even know what to tell the doctor about his condition,” Changandela’s sister in-law, Nkagisang Changandela, said on Friday.

“Our mom has been to the hospital and we have been told that Gilbert has suffered brain damage.” Changandela’s sister, Keitumetse, said that because of the paramedics’ inability to offer them a clear explanation on how they picked Gilbert in Malunga Street, they suspected that they (paramedics) were hiding some information from them.

“Gilbert had marks on his face when they dropped him off. Who is to say they did not bump him with their vehicle or do something to him? This incident is very confusing and raises suspicions,” Keitumetse said. Nkagisang explained that they had to phone for another ambulance to come and pick Gilbert up and take him to hospital.

“The ambulance officials in the second ambulance were also perplexed about why the first ambulance did not take him straight to hospital. But what we are unhappy about is who would have taken responsibility if he had died? We don’t understand how the ambulance could drop off an unconscious person at his home instead of taking him to the hospital? We are really confused and shocked,” Nkagisang added.

The spokeswoman for the Northern Cape Department of Health, Lulu Mxekezo, said that the department would investigate the incident. “The emergency care practitioners are trained to stabilise patients and transport them to the nearest health facility. Their allegations of transporting the patient (Changandela) to his home will be investigated,” she said.

Intaka fraud victims to wait longer for justice

By: Sebedi Seroalo

Kimberley - The real victims of the Intaka fraud scandal - Northern Cape taxpayers who saw their hard-earned money being allegedly used to line the pockets of several high-profile politicians - will have to wait longer for justice to take its course, after the case was postponed for another year.

The R42 million case involving fraud, corruption and money laundering charges, relating to the purchase of water purifiers and oxygen tanks, was yesterday remanded until January 30 2014 in the Kimberley Magistrate’s Court.

The delay is due to an outstanding racketeering certificate that has yet to be issued by the National Director of Public Prosecutions (NDPP).

The accused, ANC provincial chairman John Block, Uruguayan businessman Dr Gaston Savoi, his personal assistant Alicia Marcos, Intaka co-director Fernando Praderi, former Department of Health officials Sanjay Mittah, Deon Madyo and Daniel Gaborone, who is still employed at health, arrived in a courtroom that was noticeably void of ANC supporters and MECs.

The MEC for Social Development, Alvin Botes, made a scant appearance along with ANC Youth League members who pledged their support for their embattled leader.

Court proceedings are hanging in the balance pending an application to challenge the racketeering charges that Savoi and Praderi are facing in kwa-Zulu Natal (KZN).

The racketeering charges in the Northern Cape are dependent on the outcome of this decision.

Advocate Francois van Zyl, SC, stated that his clients Savoi, Praderi and Intaka Holdings would turn to the Constitutional Court, should the KZN High Court not rule in their favour.

“If we are lucky, the Constitutional Court will only make a ruling during the second half of 2014.” He added that his clients would also seek an application for a permanent stay of prosecution, due to the numerous delays in the case.

“Everything is up in the air with respect to the KZN trial.” Attorney Bertus Joubert appearing for Deon Madyo, the former Head of Department for Health, pointed out that the State had not taken the necessary steps to refer the matter to the High Court, as indicated at last year’s postponement.

“It makes no sense to keep on adjourning the matter indefinitely until there is clarity on the KZN matter and the Constitutional Court.” Mr Duffet on behalf of Marcos recommended that the case be struck from the roll until the State was ready to proceed.

Legal representative for Sanjay Mittah, the former director of supply chain management at the Department of Health, advocate Frans Petersen indicated that the State could not be convinced of the racketeering charges, if they were hesitant in issuing a racketeering certificate.

“This is a classic case where the prosecution does not have its ducks in a row.” He added that the KZN case had no relevance to his client, who was being inconvenienced by having to take unpaid leave and incur unnecessary travel and accommodation expenses from Limpopo.

“There is also a psychological impact on the uncertainty of not knowing what is going on. My client is also involved in the Intaka case that is before the Northern Cape High Court that first needs to be finalised.” Petersen said that the KZN case would only be finalised by 2015, “if at all” and requested that his clients be issued with summons when the State was ready to proceed.

The provincial director of public prosecutions, advocate Pule Tshweu, reminded the court that the accused were charged under the Prevention of Organised Crime Act and that the KZN case was intertwined with the one unfolding in the Northern Cape.

“Bundling the charges in both Provinces is not logistically possible. This high-profile case cannot be struck off the roll. Had it not been for the spoke in the wheel where the racketeering charge was challenged, the DPP would have proceeded with issuing the certificate.” The charges against co-accused, Dr Hamid Schabbir and Saima Shahzad who are now regarded as fugitives, have been withdrawn because the prosecution have been unable to locate them as they are currently in Pakistan and the United Arab Emirates.

The charges against companies, Watertech (Pty) Limited, Mapquest Trading (Pty) Limited and Reuhemm Enterprises and co-accused Ansano Romani, have also been dropped while Ronald Geddes has turned state witness. Magistrate Roland Birch indicated that it was not unreasonable for the defence to postpone the proceedings until the other matters had been finalised and warned the accused to appear at the next court date.
